It looks at alternatives for each facility and system, including keeping things as they are. Major recommended capital improvements include:
- installation of an on-site central standby power facility using diesel generators;
- rehabilitation of in-plant power distribution system, process control system, and plant water systems;
- rehabilitation of sludge storage tanks and several other structural components of the plant;
- process enhancements for the fluidized -bed incineration system;
- replacement of sludge collection equipment and other process equipment;
- decommissioning or recycling of buildings that are no longer used for their original process functions.
